Public Works Laborer
(40 hours per week, plus overtime)
Definition
Under general supervision, this employee will repair and maintain borough roads and perform other general maintenance tasks to improve borough grounds and facilities. May operate light, medium, and heavy duty equipment and perform unskilled/skilled work depending on level of experience and needs of department. Work assignments are generally given on a daily basis and employee is expected to complete them with limited assistance and guidance.
Duties
- Repair or perform general maintenance tasks on borough roads; apply asphalt, cold patching materials, and concrete; repair or replace drainage pipes, clean shoulders; make and install road
signs, remove weeds and mow road banks; remove leaves with mechanical or physical effort; use hand shovels to dig trenches, load trucks, and spread materials; operate manual, pneumatic and power tools. - Operate borough snow plow, salt spreader, backhoe, street sweeper, and dump truck.
- Survey condition of roads, informing Public Works Foreman of poor conditions or problems.
- Replace worn or damaged parts on vehicles and equipment. Perform routine maintenance (change oil, check fluids, tires, battery, radiator, transmission, brakes) on municipal vehicles.
- Perform routine grounds maintenance at municipal building, parks and recreational areas. Cut brush, mow grass and weeds, plant and prune shrubs and trees, remove refuse and trash.
- Perform basic carpentry, electrical, plumbing, painting, and masonry tasks to improve borough facilities. May install or repair plumbing systems, drainage systems, pumps, playground equipment or shelters. May use portable hand and power tools to complete tasks.
- Perform general maintenance and cleaning tasks in garage. Store tools in proper location. Keep work area clean and orderly. Keep all records as required and assigned.
- Perform all other tasks and duties as assigned.
Qualifications
Successful candidates will possess a minimum High School Diploma (GED equivalent), with preference being given to those with trade or other applicable work experience.
Required Knowledge, Skills, and Abilities
- Knowledge of light and medium duty equipment operating procedures.
- Knowledge of road maintenance and repair practices and procedures.
- Knowledge of safety practices and procedures for equipment and tools.
- Operation of manual, pneumatic and power tools.
- Ability to diagnose problems with equipment, interpret detailed technical manuals and determine proper course of action.
- Ability to interpret prints, drawings, sketches and rough drafts.
- Ability to carry out written and oral instructions.
- Ability to climb into/out of holes, trenches, ditches, etc.
- Ability to walk, crouch, crawl, climb ladders and exert 50 to 100 pounds of force occasionally, or 25 to 50 pounds of force frequently, sometimes in confined spaces. Often combined with bending, twisting, or working on irregular surfaces; and occasionally requiring extraordinary physical activity, including lifting 50 to 100 pounds.
- Ability to adhere to safety standards and recognize safety warnings and hazards.
- Ability to cooperate with co-workers on group tasks.
- Ability to perform strenuous manual labor for extended periods of time in adverse weather conditions.
- Ability to demonstrate polite and courteous manner towards the general public.
- Ability to maintain a neat appearance.
License Requirements
Possession of a valid Pennsylvania motor vehicle operator’s license for the class of vehicle to be operated.
Call-out Requirements
Candidates must be able to respond to call-outs for work on evening, weekend, and holiday hours,
especially during periods of snow and severe weather events.
Preference will be given to candidates with:
- Minimum 1 year of experience in labor-related field, preferably highway construction or commercial landscaping;
- Experience with power equipment;
- Education in construction practices;
- Previous storm water/sanitary sewer system maintenance or installation experience;
- General electrical/plumbing/mechanical technology/engineering experience.
Benefits:
Edgewood Borough offers a comprehensive benefits package including vacation time, sick time, pension plan, health and life insurance. Starting wage is $22/hr. + OT. The department has a collective
bargaining agreement in place with the local Teamsters 205.
